Belarus launches first crypto banks under decree
Belarus has registered two crypto banks as residents of its High‑Tech Park under Presidential Decree No. 19, which began being implemented after supporting regulations were drafted. The institutions must operate as joint‑stock companies and will answer to both the HTP administration and the National Bank. Permitted activities include integrating token transactions with conventional banking services.
The identities of the two entities were not disclosed; officials described them as experienced crypto players. They must still be listed on the National Bank’s register before full operations can begin, with an operational launch expected in the latter half of 2026. The move continues Belarus’s policy trajectory that began in 2017 and included tax exemptions through 2023.
